Position Description
EnCompass LLC is seeking a Senior Pricing Manager to serve as a key advisor in advancing EnCompass’ pricing strategy, at the corporate, proposal, and project levels. The Senior Pricing Manager will lead, coordinate, and/or develop proposal budgets, from supporting capture pricing, to the review of solicitations, and ultimately the completion of a compliant submission cost package. The Senior Pricing Manager ensures cost proposals are accurate and strategic, meet company profit margin targets, and are compliant with all associated requirements. The Senior Pricing Manager also plays an essential role in supporting implementation, advising program teams on budgeting monitoring and expenditures. The position will work closely with staff from Business Development, project teams, Contracts, Finance and Operations, and Talent Management.
This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office, with staff expected to work in the office 2 days a week.
Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.
Position Duties and Responsibilities
The Senior Pricing Manager will provide cost and pricing leadership for a wide range of new business proposals, including for domestic and international opportunities, ranging in size and complexity.
Essential functions include:
- Reviews solicitations to determine proposal cost requirements and identifies issues that may require client clarification
- Assesses proposal opportunities for financial/business risk to develop risk mitigation strategies and engages in planning, strategy, and process surrounding new business proposals
- Supports capture management process through creation of “back of the envelope” budgets/Rough Order of Magnitude, alternative pricing strategies and competitive analysis
- Executes all aspects of the cost proposal in response to competitive solicitations, including drafting all budget narratives, developing budgets (i.e., cost reimbursement, time and materials, fixed price, etc.) and developing other related cost components
- Oversees and/or supports cost capture; this includes collecting cost/price data collection from in-country sources, in-country market, etc. data for international proposals
- Provides strategic pricing guidance and profitability analysis and ensures that established corporate profit margins are maintained on cost proposals
- Serves as the main point of contact for proposal cost matters and leads related cost proposal communications with internal proposal team members and external proposal team partners
- Organizes, schedules, and leads proposal cost meetings and actively participates in proposal kick-off meetings, team check-ins, and technical reviews as needed
- Assists with the production of final Cost Volumes for proposal submissions
- In collaboration with the Business Development and Technical Teams, provide cost guidance to and support budget negotiations with subcontractors. Ensures subcontractor budgets are compliant with solicitation requirements and the subcontractor’s negotiated scope of work
- Liaises with potential and proposed implementing partners and the EnCompass Contracts team throughout the proposal process to negotiate partner budgets, and keeps partners informed of pertinent steps in the proposal process
- Develops and/or maintains cost and pricing tools and templates to ensure accuracy and consistency on how budget data is compiled, presented, and stored
- Advises proposal teams on implementation issues as they arise, ensures that all appropriate level of effort and costs are included in the proposal budget to mitigate the risk of bidding below cost
- Leads the development and submission of required pricing data to EnCompass prime contractors/proposal partners
- With the senior Finance team members, provides guidance to program managers through training on budgets and budget monitoring, and regularly reviews project expenditures
- Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities

Qualifications
Academic Qualifications
- Minimum of a High School Diploma and 15 years of experience; or an Associate’s degree and 13 years of experience; or a Bachelor’s degree and 11 years of experience or a Master’s degree and 9 years of experience. Degree in Accounting, Finance, Business Administration, or related field.
Experience and Skills
Required:
- Thorough knowledge of applicable laws, regulations and procedures associated with US Federal Government USG/USAID financial management and cost proposal submissions: AIDAR, FAR, DSSR, 2 CFR 200, and USAID ADS Standard Provisions
- Understanding of/experience developing budgets for various contract types, including Time and Materials, Cost Plus Fixed Fee, and Firm Fixed Price contracts
- Experience developing budgets for USAID
- Advanced skills in using Excel
- Attention to detail, accuracy and strong organizational skills
- Excellent analytical, verbal and written communications skills
- Ability to work independently under tight deadlines
- Ability to work cooperatively and collaboratively with all levels of employees, management, and external organizations
- Ability to work with multicultural clients
- Deep familiarity with FAR, AIDARs, OMB Circulars, and Federal Audit Regulations
- Must possess high levels of honesty and integrity
- Ability to work in an appreciative, strengths-based environment and coach others in applying these approaches
Preferred:
- Exposure to other client business systems in addition to USAID and/or the US Government preferred
- International experience is a plus

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $118,500 to $136,000.
