EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.
For an upcoming evaluation, EnCompass seeks a Mental Health Expert with proven record of work for mental health and psychosocial support services and experience of conducting evaluations or research related to the international programs in the health sector. Preferably, the candidate should have expertise related to Ukraine and/or Eastern, Southeastern Europe or CIS, as well as some experience of work for USAID.
The evaluation will be conducted in a hybrid mode (a combination of online and offline work). The Mental Health Expert will not be required to travel to Ukraine unless s/he is willing to.
The total Level of Effort (LOE) for this role is up to 40 days from January 20 to May 30, 2025.
Essential functions:
• Provide technical expertise related to mental health and the provision of psychosocial support in conflict settings
• Contribute to the development of the evaluation design and workplan based on scoping interviews with USAID and implementing partner staff, the evaluation statement of work, and core project documents
• Participate in the desk review of the Activity’s reports, Ukrainian legislation, and other relevant documents
• Develop data collection tools (interview guides, focus group discussion guides, survey questionnaires etc.)
• Conduct field work (key informant interviews and other)
• Conduct data coding and analysis
• Prepare evaluation updates, such as the data collection memo, as requested by the UMLS Evaluation Specialist
• Contribute to preparing the initial findings presentation to USAID
• Contribute to drafting the evaluation report, addressing USAID’s comments, and preparing the final report
• Contribute to preparing the final presentation to USAID and other stakeholders
• Support the evaluation team in other tasks as assigned by the Team Lead, ensuring timely and quality submission of all deliverables
Qualifications
Academic Qualifications
• A minimum master's degree in public policy, public administration, international development, public health, mental health and psychosocial support or a related field
Experience and Skills
• At least 5 years of work experience in provision of mental health and psychosocial support services (preferably related to Ukraine and/or Eastern, Southeastern Europe or CIS)
• Experience of conducting evaluations or research related to the international programs in the health sector
• Good understanding of measures to prevent or reduce mental health issues in war-affected populations
• Good knowledge of data collection and analysis methods (both qualitative and quantitative), experience designing interview guides and leading interviews
• Understanding of USAID programming policies and practices
• Knowledge of Gender Equality and Social Inclusion as it relates to the mental health and experience of incorporating GESI into evaluation/ research
• Strong English language written and oral skills; knowledge of Ukrainian is strongly preferred
