Third Party Monitoring (TPM) Officer, Ukraine Monitoring and Learning Support (UMLS) project

Position Description

EnCompass LLC is seeking a is seeking a Third-Party Monitoring (TPM) Officer for the Ukraine Monitoring and Learning Support (UMLS) activity. The TPM Officer will coordinate a dynamic TPM system of site visits across all of Ukraine with multiple TPM partner organizations and implementing partners and collaborate with the UMLS team and EnCompass home office staff as necessary. We are looking for someone who is solution-oriented, highly organized, and resourceful to take on this important role. This person will proactively engage with partners and carefully track site visits throughout their lifecycle from planned to completion. This individual will work closely with the Sr. TPM Specialist and the Deputy Chief of Party. The position is based at the EnCompass UMLS office in Kyiv, Ukraine. The TPM Officer may be asked to undertake limited travel in central or western oblasts of Ukraine, in alignment with UMLS security guidance protocols.

This position is for Ukrainian residents.

Position Duties and Responsibilities

  • Support the Senior TPM specialist in identifying resource needs (vendors, consultants, home office staff) for the execution of external TPM tasks.
  • Obtain data needed for site visits and scheduling from multiple USAID implementing partners.
  • Coordinate field monitor site visit calendars with multiple TPM subcontractors.
  • Proactively communicate with the points of contact among IPs, subcontractors and relevant UMLS staff to ensure completion of visits per set deadlines.
  • Ensure TPM subcontractors receive all necessary information and guidance to conduct site visits.
  • Work with the Senior TPM Specialist to maintain the TPM Tracker system to coordinate site visits and respond to data calls regarding TPM visits.
  • Ensure subcontractors deliver TPM survey data and site visit reports as per planned TPM tracker deliverable dates.
  • Keep TPM Senior TPM Specialist Lead and DCOP up-to-date, particularly on any delays in or challenges to timely completion of site visits and trouble shoot where appropriate.
  • Notify the Senior TPM Specialist and DCOP as soon as site visit ‘red flags’ are communicated by subcontractors.
  • Regularly communicate site visit summaries and provide concise updates to the Senior TPM Specialist.
  • Conduct the initial review of the submitted TPM data (survey data and site visit reports) for completeness, accuracy and anomalies.
  • Support the Senior TPM Specialist in the review and approval of TPM site visit reports.
  • Support the Senior TPM Specialist in the development and presentation of summary findings, lessons learned, or other cross-site reporting, as required, to extract themes and trends from TPM activities and support USAID and implementing partner learning and evidence needs.
  • Ensure maintenance and storage of monitoring data within appropriate project databases and knowledge management systems.
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned

Academic Qualifications

  • Bachelor’s Degree or at least three years of work experience

Experience and Skills

Required:

  • Understanding of the monitoring and verification methods that donors employ in challenging and conflict-affected environments, such as Ukraine
  • Understanding of USAID programming in Ukraine and Belarus, and USAID performance data information systems
  • Strong teamwork and interpersonal skills.
  • Familiarity with Microsoft Office program suite and Google Drive applications.
  • Demonstrable and advanced experience in MS Excel; and the management of access and permissions within information management platforms.
  • Proven attention to detail
  • Demonstrated ability to coordinate activities across multiple entities
  • Demonstrated communication and reporting skills
  • Strong written and spoken English skills, and Ukrainian and/or Russian fluency
