EnCompass LLC is seeking a consultant to serve as Education Evaluation Advisor. The Education Evaluation Advisor will support all phases of a United States Agency for International Development (USAID)-funded education-sector performance evaluation, including designing and/or reviewing data collection tools, supporting coordination of a local evaluation research firm, conducting key informant interviews with Ministry of Education and other education stakeholders, analyzing qualitative data, and writing sections of the evaluation report. The Education Evaluation Advisor should have substantial knowledge of and experience in the basic education sector in Nigeria, in one or more of the following areas: education data systems; education policies and standards; teacher, school administrator, and school support officer training; and teaching and learning materials. The Education Evaluation Advisor should should also have experience in qualitative research methods and analysis, and an understanding of USAID education priorities.
This is a potential opportunity contingent upon award from USAID. This is a part-time consultant position with an overall expected level of effort (LOE) of 20-25 days across six months. The consultant will be expected to be based in Nigeria and willing to work remotely. The consultant will be expected to participate in research team training and support data collection activities in Abuja, Nigeria.
