Education Evaluation Advisor (Consultant)

EnCompass LLC is seeking a consultant to serve as Education Evaluation Advisor. The Education Evaluation Advisor will support all phases of a United States Agency for International Development (USAID)-funded education-sector performance evaluation, including designing and/or reviewing data collection tools, supporting coordination of a local evaluation research firm, conducting key informant interviews with Ministry of Education and other education stakeholders, analyzing qualitative data, and writing sections of the evaluation report. The Education Evaluation Advisor should have substantial knowledge of and experience in the basic education sector in Nigeria, in one or more of the following areas: education data systems; education policies and standards; teacher, school administrator, and school support officer training; and teaching and learning materials. The Education Evaluation Advisor should should also have experience in qualitative research methods and analysis, and an understanding of USAID education priorities.

This is a potential opportunity contingent upon award from USAID. This is a part-time consultant position with an overall expected level of effort (LOE) of 20-25 days across six months. The consultant will be expected to be based in Nigeria and willing to work remotely. The consultant will be expected to participate in research team training and support data collection activities in Abuja, Nigeria.

Position Duties and Responsibilities

  • Review evaluation concept notes, literature reviews, and training agendas and materials
  • Design and/or review qualitative data tools
  • Co-facilitate research team training
  • Facilitate key informant interviews and serve as notetaker
  • Conduct qualitative data analysis and participate in evaluation team emerging findings and contextualization sessions
  • Write and review sections of evaluation report and participate in evaluation team recommendations generation sessions
  • Support Evaluation Technical Manager to coordinate with Nigerian-based evaluation research firm, including providing feedback on data collection schedules and logistics
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a Master’s degree or PhD in education, social sciences, or a related field

Experience and Skills

Required:

  • Minimum of ten years’ experience working in or with the Nigerian basic education sector; for example, this could include as a classroom teacher, school administrator, education researcher, policymaker, or teacher trainer
  • Proven experience designing and implementing qualitative research; this includes qualitative tool development, administering focus group discussions and key informant interviews, qualitative data analysis, and writing technical report content
  • Experience working on donor-funded education programs and/or evaluations

Preferred:

  • Experience working on USAID evaluations
  • Experience using qualitative analysis software, such as NVivo
  • Experience facilitating trainings, including of data collectors
