Evaluation and Research Assistant, Ukraine Monitoring and Learning Support (UMLS) project

Position Description

EnCompass LLC is implementing the seven-year United States Agency for International Development (USAID) Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.

UMLSC EnCompass is expected to undertake multiple evaluations and social research studies to supply USAID/Ukraine with necessary data and evidence for adaptive management and to inform programming decisions. EnCompass seeks an Evaluation and Research Assistant to support the evaluation team. S/he should have good understanding of one or more sectors supported by USAID: governance, economic growth, critical infrastructure, health and Ukraine’s reform context, prior experience in supporting social scientific research and/or evaluations, and fluent written and spoken English and Ukrainian.

The Evaluation and Research Assistant will support the evaluation team in the identification and recruitment of evaluation and research consultants and vendors, identification of key informants, fieldwork scheduling and logistics, note taking and other aspects of evaluation/research implementation; and work closely with the UMLS administrative team on documents and processes related to the hiring, onboarding and management of evaluation and research consultants and vendors.

Position Duties and Responsibilities

  • Support the process of hiring, onboarding and management of evaluation and research consultants/vendors:
    • search for relevant candidates, communicate with potential candidates, collect and review CVs, schedule interviews, send out test tasks, check results, participate in selection interviews, take notes;
    • closely work with the UMLS administrative team to support contracting of the evaluation consultants and assistants; ensure timely invoice submission; coordinate involvement of translations and simultaneous interpreters; coordinate logistics/transportation with the administrative team;
    • once consultants/vendors are hired, support sending out tasks, receiving and storing deliverables and ensuring their timeliness, and reviewing the work for completeness, accuracy and usability; support UMLS evaluation specialists in the oversight of the consultants’ work, and control the time they spend on tasks;
  • Support of the evaluation/research teams in the process of implementing evaluations and studies:
    • Identify and obtain contact information of potential informants/respondents for evaluations and studies, contact potential respondents, and schedule interviews/meetings (both online and in-person);
    • Maintain the calendar of interviews and other research and evaluation activities (such as evaluation team meetings), ensure that there are no timing conflicts;
    • Communicate the schedule of the interviews to the evaluation team, ensure members of the team can attend the meetings (including by ensuring that they have enough time between meetings, particularly if travel is required, and that they have no conflicts);
    • If necessary, arrange travel (via taxi) for evaluation team members to/from in-person meetings;
    • If necessary, support the evaluation team during meetings/interviews with notetaking;
    • Where necessary, provide interpretation support during interviews/meetings;
    • Translate, proofread and edit notes or transcripts of meetings/interviews when necessary;
    • If necessary, conduct the preliminary analysis of meeting results and summarize the key points;
  • Support the evaluation team in other tasks as assigned by the Senior Evaluation Specialist and the Evaluation Specialist.

Position Requirements

Qualifications

  • A minimum bachelor's degree in public administration, international development, social science, English philology or a related field
  • At least one year working as assistant with similar scope of work and list of duties

Experience and Skills

  • Demonstrated experience in supporting or organizing data collection for research or evaluation (preferably for international projects in Ukraine)
  • Demonstrated experience in effective written and oral communication in English and Ukrainian
  • Good understanding of one or more sectors supported by USAID: governance, economic growth, critical infrastructure, health and Ukraine’s reform context
  • Oral and written translation and notetaking experience
  • Strong interpersonal and organizational skills
  • Inter-cultural communication competences, politeness, responsible attitude and attention to details are essential for this role
  • Fluent English and Ukrainian
