EnCompass LLC is implementing a four-year monitoring, evaluation, and learning project for the United States Agency for International Development (USAID) in Bangladesh (called Upoma). Our team provides a range of evaluation, applied research, and learning services to help ensure USAID, and its implementing partners make strategic programming decisions informed by evidence.
We are seeking a Deputy Chief of Party (DCOP)/MEL Director to help lead this 12-person team. The DCOP/MEL Director will have a high level of responsibility for the success of the contract. They will support the Chief of Party (COP) in the day-to-day oversight of the project, including client relations, management, and technical quality. They will directly oversee staff who are providing MEL support in specific sector areas to the Mission’s technical offices. Under the strategic direction of the COP, the DCOP/MEL Director will lead/oversee all technical workstreams under this contract, including evaluations, research, analytical services, performance management support, capacity development, learning, and communities of practice, ensuring quality, timeliness and use of all technical work.
Candidates must have substantial evaluation/research experience at a leadership level. They should have an excellent track record leading applied research efforts including project evaluations and assessments. They should have expertise designing and implementing quantitative and qualitative data collection and analysis efforts in complex environments, with excellent report writing, presentation and communication skills and the ability to effectively lead, contribute to, and manage concurrent technical tasks and teams.
The position will be full-time and be based in Dhaka with travel throughout the country. Bangladeshi candidates preferred but international candidates will be considered.
