Junior Training Operations Specialist (BHASC)

Position Description

EnCompass LLC is seeking a Junior Training Operations Specialist to support the 5-year United States Agency for International Development (USAID) Bureau for Humanitarian Assistance Support Contract (BHASC).

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions and is leading the training and learning support activities for BHA. The BHA Training and Learning Team works under the technical direction of BHA’s Office of Humanitarian Business & Management Operations.

This role is designed for individuals who are eager to develop their careers in training operations and are committed to growing their expertise in this field. The Jr. Training Operations Specialist will contribute to the day-to-day operations of the Training Unit assisting with the project and process management, operations, and will contribute to training design, facilitation, production, evaluation, and reporting as well as supporting broader administrative functions.

They will support the coordination of courses, activities, and other learning events for the Training Unit with additional support as needed to other Teams, Divisions, Offices, and operating units within the Bureau for Humanitarian Assistance staff in Washington, DC and globally. The candidate must be passionate about supporting USAID’s BHA and Missions with leadership and on-demand technical expertise to design and support programs contributing to the achievement of U.S. Government humanitarian objectives.

This is a full-time position located at the USAID/BHA office in downtown Washington, DC and follows USAID’s hybrid work model with split time between telework and the office. USAID’s return to work requirement is currently 3 days in person per week. The exact schedule of days required to be in the office will be determined by the BHASC Task Lead and Training Unit Manager in coordination with USAID/BHA. Eligible candidates must be legally authorized to work in the US for any employer without sponsorship. It is required to have at least US permanent residency with the ability to obtain and maintain Facility Access Clearance or have US citizenship with the ability to obtain and maintain a Secret Clearance.

Position Duties and Responsibilities

Essential functions:

  • Assist in the coordination and administration of training sessions, including scheduling, logistics, and material preparation
  • Support the operation and administration of in-person, virtual, and hybrid training sessions, ensuring smooth execution and participant engagement
  • Contribute to the creation of systems for the development of basic training materials, including PowerPoint and Google Slides presentations, handouts, and other supporting documents
  • Provide administrative support to the Training Unit, including managing calendars, organizing meetings, and maintaining project documentation
  • Assist in tracking training project timelines and deliverables, ensuring adherence to established schedule.
  • Support data entry and basic analysis related to training evaluations, helping to gather insights for continuous improvement
  • Support healthy client engagement and team culture by maintaining positive and professional communication with team members, clients, and stakeholders with the support and guidance of senior staff
  • Participate in client meetings, taking notes, and following up on action items as directed by senior staff
  • Actively engage in learning opportunities provided by EnCompass LLC, including internal training sessions, mentorship programs, and professional development workshops
  • Develop a strong foundational understanding of training operations

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned to support the success of the Training Unit and the broader BHASC project

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of High School diploma and 7 years of experience, or Associate’s degree and 5 years, or Bachelor’s degree and 3 years, or Master’s degree and 1 year
  • Degree in international affairs, international development, education, adult learning, training, or a related field if held

Experience and Skills

  • Strong organizational skills and attention to detail
  • Basic understanding of adult learning principles and training delivery methods
  • Ability to communicate effectively, both verbally and in writing
  • Eagerness to learn and grow within the training, learning, and operations field
  • Ability to confidently engage with staff and clients at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Experience in the field of international development, working in cross-cultural environments
  • Fluency with MS 365 applications, experience in Google Suite applications strongly preferred
  • Experience producing virtual or hybrid events on Zoom, WebEx, Google Meet, or similar platforms
  • Ability to work in a fast-paced environment with demonstrated ability to contribute to multiple concurrent, competing tasks and to seek supervisory assistance as appropriate
  • Ability and desire to work in an appreciative and strengths-based environment
  • Commitment to one’s own personal growth, emotional intelligence, and continued development of non-technical skills

The pay range for this role allows for a wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $70,000–80,000.
