General Call for Consultants (Facilitation, Subject Matter Expert Instruction, and Virtual Production), USAID Training Design & Development Services (TD/DS) Contract

EnCompass LLC is seeking consultants to support anticipated subject matter expertise instruction, facilitation, coaching, curriculum and instructional design, and/or virtual production assignments for the Training Design & Development Services (TD/DS) project, a United States Agency for International Development (USAID) project focused on providing high quality training services and support to USAID offices and missions worldwide. In partnership with the Office of Acquisition and Assistance, Professional Development and Training Division (OAA/PDT), EnCompass provides modern, safe, learner-centered solutions that help USAID transform its learning through the development and maintenance of a continuing range of high-quality courses, using a combination of web-based training, as well as virtual, in-person, and hybrid instructor led training. Each course serves to develop the required competencies and skills of USAID staff to produce high quality work as they administer USAID’s foreign assistance programs. We provide adult professional training on core and non-core topics for the workforce located in USAID’s Washington, DC headquarters and at approximately 85 Missions overseas. Consultants should be able to provide at least one, or a combination of the following services:

Facilitation

  • Facilitate or co-facilitate virtual, in-person, and hybrid courses.
  • Review Pre-Course Learning Needs Assessment (LNA) data and use the results to tailor the training content towards the needs of course participants.
  • Provide subject matter expertise and remain informed on relevant trends including Agency policies, procedures, and initiatives related to course content.
  • Work collaboratively with instructor and production team to plan and execute each session, synergizing expertise and experience to achieve the learning goals of the training.
  • Assist with organizational duties such as room set-up.
  • Participate in all launch calls, rehearsals, and debrief sessions.
  • Complete the Facilitator Feedback Form after each delivery.
  • Participate in required training of trainer events and trainer meetings.
  • Undergo annual observation and evaluation to ensure quality and consistency in course deliveries.
  • Adhere to all contractual period of performance and invoicing requirements. If travel is required, submit the Travel Expense Statement and all other necessary paperwork within the established deadline.

Subject Matter Expert Instruction

  • Serve as the foremost subject matter expert (SME) of the course.
  • Must have established and demonstrated adult instruction skills and be fully conversant with the course material and syllabus for the specific course.
  • Manage delivery of most of the technical content.
  • Expertise to include in-depth knowledge of USAID acquisition and assistance processes, procedures, and strategies; skills and duties of USAID Agreement Officer’s Representatives and/or Contracting Officer’s Representatives (AOR/COR); relationship between COR/AOR and COR/AOR supervisor, including challenges and methods to provide support; role of the Mission Director, Acting Mission Director, or Deputy Mission Director; advanced acquisition and assistance skills.

Virtual Production

  • Be highly competent and self-sufficient in all technical components of web conferencing software (e.g., Adobe Connect, Zoom, Webex, GoogleMeet, etc.).
  • Prepare for training delivery in advance by creating, reviewing, and updating materials, attending rehearsals, and confirming all necessary technical configurations.
  • Manage technical support during training delivery by providing audio and visual support to participants, speakers, and training team.
  • Utilize a variety of virtual applications, sometimes simultaneously, to engage participants (e.g., breakout rooms, polls, Google Drive, Mentimeter, Kahoot, Padlet).
  • Capture session artifacts including session recordings, chat transcripts, poll results, participant group work, photos, etc. as needed.
  • Contribute to training team feedback reports after each delivery, providing a detailed account from the technical perspective.
  • Participate in required trainings for producers.
  • Adhere to all contractual period of performance and invoicing requirements.

Qualifications

Technical Qualifications

Facilitators/SME Instructors

  • Bachelor’s Degree with a minimum of 10 years of experience in the relevant technical area and 2 years of teaching experience.
  • Technical expertise in adult learning and US government acquisitions and assistance
  • Experience as a Contracting Officer Representative (COR) or Agreement Officer Representative (AOR) preferred for some courses.
  • Experience working with USAID strongly preferred and required for some courses.
  • Ability to travel domestically and/or internationally required for some courses; willingness to work in non-permissive environments a plus.
  • Ability to deliver virtual trainings in a variety of time zones, including EST, GMT, GMT+2, GMT+3, and GMT+7, preferred.
  • Based in or near DC metro area, Thailand, South Africa, or Jordan is a plus.

Virtual Producers

  • Professional with minimum 1 year of experience providing complex technical support on virtual productions.
  • Ability to deliver virtual trainings in a variety of time zones, including EST, GMT, GMT+2, GMT+3, and GMT+7, preferred.
  • Based in or near DC metro area, Thailand, South Africa, or Jordan is a plus.
