EnCompass LLC is seeking Chief of Party (COP) candidates for an anticipated five-year United States Agency for International Development (USAID), Bureau for Humanitarian Assistance (BHA) Nigeria Third Party Monitoring Project (NTPMP).
The purpose of the NTPMP is to provide third party monitoring services to ensure adequate management oversight of BHA's implementing partners. These will be implemented throughout high security threat environments of Northeastern Nigeria. The Project will monitor, verify, and analyze trends on humanitarian programs in Nigeria and increase USAID/BHA’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Nigeria.
In addition to providing overall leadership, management, and technical direction, the Chief of the Party will have experience in monitoring humanitarian projects and knowledge of BHA’s humanitarian portfolio.

It is anticipated that this position will be based in Abuja, Nigeria.
The COP will oversee NTPMP, providing technical guidance to and supervising staff and international and national consultants. The COP will be the primary point of contact with USAID/BHA, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).
Essential functions:
Administration:
Serve as the main point of contact for the Project, providing vision, direction, leadership, and management for the contract
Provide technical, operational, and managerial oversight to all aspects of the NTPM activity to ensure all activities, and deliverables are executed with quality and timeliness
Serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships
Manage the activity team, ensure technical capacity of staff; provide technical assistance and backstopping when required
Ensure that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws
Ensure documentation and dissemination of findings, impact, innovations, and lessons learned
Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables and targets
Technical:
Responsible for the overall technical direction of the activity, ensuring quality and timeliness of all deliverables
Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening in support of the USAID/BHA.
Other:
Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
Master’s degree and 10 years’ experience; or PhD and 8 years’ experience in international development/studies, business, statistics, or a related field required
Experience and Skills
Minimum of ten (10) years’ experience in the area of monitoring and evaluation, results-based management, data quality control and reporting for USAID projects and systems; experience with Third-Party monitoring, as well as impact and performance evaluations preferred
Minimum of eight (8) years of progressively increasing responsibility managing large comprehensive monitoring contracts of similar nature, size and complexity, preferably for USAID or other donors.
Minimum of five (5) years of supervisory experience.
Strong understanding of/experience with humanitarian projects and/or managing projects in non-permissive environments preferred, preferably in the USAID context.
Experience or knowledge of BHA priorities and best practices strongly preferred
Strong experience with monitoring standards and practices, both quantitative and qualitative skills preferred
Experience managing complex relationships with a variety of stakeholders; experience mentoring staff and working with international and national consultants
Substantial experience in managing a team using mixed research methods
Demonstrated leadership, strategic thinking/planning, management, and presentation skills required
Working knowledge of and experience with USG-funded program management, policies, regulations and procedures
Prior experience as a COP or leading complex USAID-funded projects, as well as managing sizeable USG-funded contracts and budgets, strongly preferred
Former supervisory experience required
Excellent communication skills in English; proficiency in one or more Nigerian languages an asset
