Position Description

EnCompass LLC seeks Deputy Chief of Party (DCOP) candidates for an anticipated five-year United States Agency for International Development (USAID), Bureau for Humanitarian Assistance (BHA) Nigeria Third Party Monitoring Project (NTPMP).

The purpose of the NTPMP is to provide third-party monitoring services to ensure adequate management oversight of BHA's implementing partners. These will be implemented throughout high security threat environments of Northeastern Nigeria. The overall goal of this contract is to increase USAID/BHA’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Nigeria.

The DCOP will lead the technical design, data analysis, and report writing aspects of this project. The DCOP will be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis. The DCOP must have excellent oral and written communication skills, analytical skills, interpersonal skills, and management skills.

It is anticipated that this position will be based in Northeast Nigeria; frequent travel within the region and to Abuja is expected.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Oversee the technical aspects of a robust monitoring and verification system, employing rigorous qualitative and quantitative research designs to implement the BHA NTPMP program. Oversee related technical tasks and coordination and communications with the USAID TOCOR and/or task managers.

  • Ensure the high quality and rigor of technical services provided under this Contract, including but not limited to technical aspects of recruitment/staffing, research designs, instruments, data collection, data security and privacy, data analysis, writing, and dissemination.

  • Ensure that activities implemented under the Task Order are managed and implemented in accordance with USAID regulations, policies, and procedures related to data, research, and evaluation, and the specifications determined in the program statement of work.

  • Provide technical assistance and training, as needed, for USAID, IP, and government counterpart staff.

  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Bachelor’s degree or higher in international affairs, social science, statistics, or a related field. A master’s degree in international affairs, social science, statistics, or a related field is preferred

Experience and Skills

  • Five (5) years of progressively responsible experience in the humanitarian, transition, or development field, with at least two years of experience in non-permissive environments or conflict zones.

  • Previous experience designing monitoring and verification systems or other rigorous qualitative and quantitative research designs, preferably for humanitarian projects

  • At least five (5) years of previous experience implementing complex monitoring/third-party monitoring projects, M&E support projects, and/or evaluations.

  • Demonstrated experience conducting analysis to design and disseminate learning activities, quality control of learning products, facilitation of learning events, fostering stakeholder collaboration, designing knowledge management practices, leading adaptive management and evidence-based decision making, and training.

  • Experience in a leadership role on highly complex USG-funded programs, including direct supervision of administrative and/or technical staff for USAID-funded programs. Experience managing local staff.

  • Experience managing subcontractors and in building participatory, transparent, and collaborative partnerships.

  • Previous experience working on programs implemented in Nigeria is desirable. Familiarity with BHA-funded programming in Nigeria is highly desirable.

  • Experience in data analysis and report writing.

  • At a minimum, must possess an advanced professional language proficiency level in English; proficiency in one or more Nigerian languages is strongly preferred

  • Strong strategic planning, organization, and problem-solving skills.
