Organizational Development Specialist I USAID DEVELOP

Department: Learning & Leadership Development
Location: Silver Spring, MD

Position Description

EnCompass is seeking an Organizational Development Specialist I to work closely with the Organizational Development (OD) Specialist II, Senior Organizational Development Specialist, and Organizational Effectiveness Results Lead to provide technical and administrative expertise on the Designing Effective Evidence-based Engagement and Learning for Organizational Performance (DEVELOP) project. The Organizational Development Specialist I will serve as an integral part of an appreciative, collaborative team to design, develop, deliver, and evaluate organizational development activities for USAID’s Bureau for Inclusive Growth, Partnerships, and Innovation (IPI) and USAID worldwide.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, and internationally as needed.

Candidates residing in the DC metro area will be given first consideration. Remote applicants might be considered, but only if candidate resides in a state where EnCompass is currently registered.

Position Duties and Responsibilities

Essential functions:

Administration:

  • As a member of the OD workstream, support the scoping and delivery of organizational development interventions that improve processes, systems, structure, and culture
  • Support the design and delivery of strategic planning processes, aligned organizational design/structures, leadership strengthening, nurturing of culture and values, and other change areas based on prioritized needs
  • Coordinate with the OD workstream on the design, delivery and analysis of OD assessments and focus groups, using mixed methods approaches to gather, assess, report, and utilize feedback from internal and external stakeholders
  • Implement the appropriate qualitative and quantitative data analysis methods to analyze and make meaning of data collected through surveys, interviews, focus groups or other forms of data collection
  • Assist with the coordination of OD activities, supports project and process management, including preparing materials and activity tools, synthesizing results, writing, or reviewing reports, managing knowledge, and proactively communicating with project stakeholders and delivering on routine and ad hoc administrative tasks as appropriate
  • Work with project operations staff to ensure proper planning and coordination of producing virtual or hybrid events and workshops
  • Research innovative technology and tools (including AI tools) to improve the efficiency of the work within the DEVELOP OD team and/or the work with its clients
  • Support face-to-face workshops, retreats, events, and other learning sessions through development of course content and curriculum design for learning programs, providing facilitation support as needed and appropriate
  • Develop and maintain positive and productive relationships with all project stakeholders, including subject matter experts and short-term technical assistance
  • Capture and document scalable OD practices and processes for internal OD knowledge management
  • Support the development of blended OD/PD products, services, and deliverables
  • Coordinate with DEVELOP Communications staff in the timely design and delivery of formal briefs and reports, to include submission of requests, proofreading, formatting, and graphic design.
  • Collaborate with project operations staff and client activity managers in developing and maintaining effective internal and external knowledge management processes
  • Engage fully as a member of the larger DEVELOP and EnCompass staff teams, including participating in staff meetings and other EnCompass activities
  • Other duties as assigned

Qualifications

Academic Qualifications

  • Minimum of a High School Diploma and 10 years of relevant experience, or an Associate’s Degree and 8 years of relevant experience, or a Bachelor’s Degree & 6 years of relevant experience; or a Master’s Degree & 4 years of relevant experience. Degree in Training, Evaluation, Adult Education, Instructional Design, International Communication, International Development, Organizational Development, or a related field.

Experience and Skills

  • Experience in using leading-edge thinking, methodologies, and approaches in organizational development and change management
  • Experience in data collection, survey administration, and report writing in service of change management
  • Experience in applying quantitative and qualitative data collection and analysis techniques to organizational development
  • Knowledge of Appreciative Inquiry and ability to work in a strengths-based environment
  • Knowledge of Diversity, Equity, Inclusion and Accessibility and willingness to apply this lens to all designs and deliveries
  • Knowledge of how to bring a gender equality and social inclusion lens to all designs and deliveries
  • Strong planning, organization, critical and strategic thinking, and problem-solving skills
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Exceptional presentation, communication (verbal and written), and facilitation skills
  • Ability to confidently engage with staff and clients to define needs and expectations, collaborate on projects, and communicate results
  • Knowledge of the principles of learning including adult learning, learning styles, participatory methods, instructional design
  • Experience in the field of international development, working in cross-cultural environments
  • Fluent in the Microsoft Office suite (particularly generating graphics and presentations in Excel, Word, and PowerPoint) and Survey Monkey or other survey development tool(s) as well; experience using Adobe Connect, WebEx, and/or Zoom a plus
  • Experience with activity design tools such as Mural, Padlet, Jamboard and Menti a plus
  • Fluency in language(s) other than English an advantage

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $82,000 - $98,000
