Vice President for Operations

Position Description

EnCompass LLC is seeking a Vice President for Operations (VP Ops) to join our Executive Team based in the Silver Spring, MD, office, reporting to the Sr. Vice President, Finance and Operations (SVP). The VP Ops is responsible for overseeing multiple aspects of the company’s operations ensuring efficiency, scalability, and alignment with the company’s goals. In partnership with the business and management operations teams, the VP Ops will work collaboratively with the full Executive Team to deliver on the company’s mission and objectives. The VP Ops must be a capable administrator and problem solver, with demonstrated staff leadership experience, responsive customer service, excellent organization skills, business financial acumen and proven success in recruiting, building, leading, and managing a strong, diverse team within a complex organization.

The VP Ops will take ownership to ensure the communications, talent acquisition, information technology, knowledge management, security, project operations management, facilities, and related business operations of the company run effectively and efficiently in a manner that allows staff to deliver high-quality technical service.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office, with the expectation of at least two to three days per week in the office. Due to the needs of the role, only qualified candidates residing in the DC metro area will be considered.

Must be legally authorized to work in the US for any employer without sponsorship for a work visa or permit.

Position Duties and Responsibilities

Essential functions:

Executive Leadership (as part of the EnCompass Executive Team)

  • Contribute to developing and implementing the strategic goals of the company
  • Ensure effective, ethical, and profitable business practices across the company
  • Develop and communicate policies, priorities, systems, and activities, and collaborate to address issues of company culture, practices, and efficiencies
  • Foster an energetic and appreciative work culture that encourages collaboration, teamwork, and mentorship

  • Manage risks that could impact EnCompass’ reputation, operational viability, and security

Strategy, Vision, and Leadership

  • Exemplify strong, supportive, and empathetic leadership ensuring that corporate functions under their supervision effectively partner with and support client-facing units to provide exceptional, high-quality technical services
  • Build function leaders who are responsive to internal and external client needs, facilitate collaborative problem solving, and ensure compliance with relevant regulations
  • Provide strategic advice and guidance to the Executive Operations Team
  • Contribute to the development of the company's strategic goals and objectives; play a key role in developing an operations plan, monitoring progress against it, and translating the organization's operations strategy into actionable and cost-effective steps for growth
  • Implement company-wide goal setting, operations performance management, and annual operations planning
  • Analyze internal operations, support and communicate best practices in functional areas, and identify areas for resource and process enhancement
  • Implement business strategies and plans that align with the short- and long-term objectives of the organization, developed in tandem with the Executive Team
  • Build and maintain trusting relationships with key stakeholders, clients, and partners

Company Operations

  • Oversee company operations functions to minimize risks and ensure consistency in administrative processes and procedures across the company
  • Oversee development and updating of corporate policies and procedures
  • Assess and implement technology systems and platforms to maximize collaboration and efficiency among operations functions
  • Supervise team leads for the following: Communications, IT, Knowledge Management and Learning, Operations, Talent Acquisition
  • Oversee and support international project operations including office start-up, closeout, and day-to-day home office support as needed
  • Manage the principal office lease and provide facilities oversight
  • Lead and oversee security systems including planning for overseas emergency crisis response, personnel security, and travel
  • Communications (internal services and/or external):
    • Engage in strategic planning, organization, and direction of the company communications function and services
    • Monitor and update the company’s externally-facing Marketing and Strategic Communications Plan
  • Information Technology:
    • Oversee and support the IT operation and strategy in all functional areas, including service desk support, IT policies and best practices, cyber security, network management, hardware and software implementation and maintenance, and system configuration, ensuring consistent use of technology across the organization
    • Oversee the management of IT tools that enhance the effective delivery and the growth plans of the organization
  • Knowledge Management:
    • Support development of approaches and strategies to ensure EnCompass leadership, staff, teams, and departments have the knowledge, information, contextual understanding, and necessary relationships to inform decision-making and meet emerging and current business strategy and demands
    • Support the implementation of effective adaptive learning initiatives and knowledge-sharing platforms
    • Facilitate close coordination and collaboration between IT and the KM&L teams
  • Finance:
    • Provide support to CFO and Operations Team on annual project projections
    • Regularly review project profitability and ensure projects are maximizing profit and spend rates to support annual projections
  • Talent Acquisition
    • Partner with the company’s leaders and head of Talent Acquisition to assess needs and support development of talent acquisition solutions to meet staffing needs
    • Support design and execution of talent acquisition strategies that enhance the organization's visibility/reputation in key recruiting markets
    • Collaborate with team lead to monitor recruitment trends to stimulate future recruitment activity and improve talent acquisition process and programs that support diversity and inclusion strategies
    • Partner with company leaders to identify staffing and recruiting forecasting, priorities, trends, and strategies
  • Manage and oversee vendor and subcontractor relationships as they relate to the company’s business operations
  • Ensure effective administration of company’s compliance obligations with state, federal, and international laws and policies and liaise and coordinate as needed with colleagues and external counsel on international compliance requirements and other business administration tasks, including timely filings and reporting
  • Collaborate with the Business Development team to integrate project operations seamlessly into technical proposals, project management plans, and cost proposals

Personnel Management

  • Recruit, hire, and supervise relevant senior level staff, and provide high-level guidance on management, supervision, and technical matters
  • Oversees quality performance of staff across all teams within company Operations

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of master’s degree and 16 years of experience; or bachelor’s degree and 18 years of experience; or associate’s degree and 20 years of experience: or High school diploma and 22 years of experience.
  • Degree in business administration, international development, or related field
  • MBA preferred

Experience and Skills

  • Minimum of 12 years of experience overseeing operations within a US government contracting environment.
  • At least 8 years of experience in a senior-level managerial role
  • Demonstrated experience in the field of international development
  • Experience working with a variety of international donor organizations, including those in the private sector
  • Experience working with USAID preferred
  • Prior history of holding oversight for cross-departmental functions, including recruitment, project management, security, and/or information technology required
  • Experience managing support vendors, subcontractors, and contractors
  • Familiarity of the Federal Acquisition Regulations (FAR) strongly desired
  • Exceptional leadership ability across all functions, including relationship building, agility and adaptability, proactively identifying opportunities for innovation and creativity, staff and team member motivation, collaborative but strong decision making, conflict management and productive resolution, negotiation, and critical thinking
  • Strong budgeting skills
  • Proven critical thinking and problem-solving skills along with the ability to work well under pressure within a highly demanding environment
  • Attention to detail, accuracy and strong organizational skills
  • Strong communication skills, including high level of competence in written and oral communication, as well as persuasive and analytical communication
  • Fluency in English required
  • Extensive experience supervising staff and teams, and managing teams to work collaboratively in a productive and positive manner
  • Strong interpersonal skills and ability to interact with individuals at all levels and from diverse cultures
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Strong relationship management skills
  • Ability to influence with and without authority, establishing trust and rapport, and developing consensus amongst diverse perspectives to reach creative solutions

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $180K–$220K.
