General Call for Consultants: Trauma-Informed Leadership Development (USAID’s Bureau for Humanitarian Assistance)

Position Description

EnCompass LLC is seeking consultants to provide trauma-informed leadership development expertise, including facilitation, training, and coaching support, to USAID’s Bureau for Humanitarian Assistance.

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. EnCompass is a subcontractor to Credence Management Solutions on BHASC and is leading the training and learning support activities for BHA.

Consultants will provide a combination of the following services and duties, which can be delivered virtually.

Position Duties and Responsibilities

Essential functions:

Training Design and Team Facilitation:

  • Design and work with the BHA Training & Learning team to develop an agenda, curriculum, and tailored approach with relevant topics for virtual and blended learning using creative, relevant, and transformative trauma-informed practices and leadership development approaches.
  • Develop dynamic, participatory, and experiential learning sessions for adult learners in topics ranging from trauma-informed relational skill building, team coherence, self-regulation, co-regulation, leadership development, sustaining health and performance in stressful environment, staff resilience, mindfulness, integrating collective and personal trauma, and mainstreaming trauma-informed approaches and practices in humanitarian response programming.
  • Be present for what emerges in the space and provide complementary interventions as needed.
  • Collaborate with Training & Learning Director and staff to plan, design, and develop interactive sessions for different audiences.
  • Contribute to development of trauma-informed leadership development course content for instructor-led and virtual instructor-led learning programs.
  • Support refinement of existing BHA courses and curricula as needed to integrate trauma-informed approaches.

Coaching and Advisory Support:

  • Provide consulting, coaching, and professional development support to BHA and BHASC leadership and team members in the areas of psychological safety, healthy management of conflict, non-violent communication, giving and receiving feedback, stress management, and cultivating self-awareness and self-regulation.
  • Be available for additional team culture and identity work, including supporting a tailored culture and values assessment.
  • As needed, review Learning Needs Assessment (LNA) data and use the results to tailor the training content towards the needs of staff and participants
  • Facilitate or co-facilitate participatory, experiential, and transformational virtual, in-person, and hybrid courses and events
  • Work collaboratively with other co-facilitators and production teams to plan and execute each session or course, synergizing expertise, and experience to achieve the learning goals of the training
  • Participate, as needed, in all facilitator duties including launch calls, rehearsals, and debrief sessions, training of trainer events and meetings
  • Undergo regular after-action reviews, observation, and evaluation to ensure quality and consistency in course deliveries; travel to the DC area for in-person course delivery observation may be requested

Position Requirements

Qualifications

  1. Academic Qualifications for Consultants
  • Bachelor’s degree in Education with 10 years’ total experience; or High School and 13 years, Associate’s and 11 years, Master’s and 7 years, or PhD and 5 years
  • Degree should be in Organizational Development, Psychology, Adult Learning, Education, Social Work, Leadership Development, International Development, or a related field with a minimum of 5 years’ relevant experience in leadership and organizational development.

Particularly in the following areas:

  • Researching, drafting, and developing curriculum and training materials
  • Working with subject matter experts and senior advisors to plan, design and develop training methodology – including blended learning and Web-based tools – and materials
  • Editing, updating, and revising existing courses and curricula
  • Trauma-informed approaches to team building, organizational effectiveness, and leadership development
  • In-depth knowledge of the principles of adult learning, learning styles, participatory methods, facilitation, and team coherence
  • Demonstrated experience in state-of-the-art approaches in adult-centered learning, including blended learning, experiential learning, participatory methods, instructional design, virtual Instructor-Led Training (vILT), e-learning, and related topics
  • Technical expertise in adult learning and one or more of the following subject matters: international development, social justice, gender and social inclusion, human resources; leadership development; supervision; management; onboarding; and workforce development
  • Experience working with USAID or other humanitarian and development projects strongly preferred
  • 3+ years teaching or facilitation experience

Technical Qualifications for Consultants:

  • Minimum of 7 years of extensive expertise in facilitating adults in participatory and experiential learning experiences both in-person and virtual facilitation
  • Technical expertise in adult learning and one or more of the following subject matters: international development, social justice, gender and social inclusion, human resources; leadership development; supervision; management; onboarding; and workforce development
  • Extensive expertise in creating inclusive and accessible learning environments for in-person and virtual participants
  • Mastery of facilitating virtual instructor-led training and activities and expertise using online facilitation and presentation technologies
  • Strong verbal and written presentation skills
  • Experience working with USAID, international development organizations, or other donor-funded projects strongly preferred
  • Expertise in various assessment tools including 360-degree assessments, StrengthsFinder, Enneagram, DiSC, among others a plus
  • Ability to travel domestically and/or internationally may be required for some courses; willingness to work in non-permissive environments a plus
  • Ability to deliver virtual trainings in a variety of time zones, including EST, GMT, GMT+2, GMT+3, and GMT+7, preferred

All Consultants must have:

  • Experience in with international organizations, working cross-culturally and/or interculturally.
  • Excellent communication skills and ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly
  • Ability to work in an appreciative, strengths-based environment, and to use strengths-based tools with clients
  • Excellent verbal and written communications skills in English
  • Fluency in language(s) other than English and experience working or living overseas preferred
