Senior Performance Monitoring Specialist, MEL/Guatemala

Encompass LLC seeks Senior Performance Monitoring Specialist candidates at multiple levels for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) support activity to be based in Guatemala.

The Sr. Performance Monitoring Specialist will oversee technical assistance focused on monitoring systems. They will support USAID Mission and implementing partner staff with development of project and activity-level indicators, theories of change, and MEL plans to be incorporated in to Mission performance monitoring plans (PMPs). They may support third-party monitoring activities and coordinate with local organizations. They may be tasked with select monitoring training and reviewing PMP data, including baseline data collection and performance indicator data, and ensuring data quality and utility of all data.

The overall purpose of this position is to enhance Guatemala's and USAID's M&E and learning systems, as well as their capacity for accountability and adaptation within projects and processes. The Sr. Performance Monitoring Specialist will provide demand-driven services including technical, analytical, consulting, training, monitoring, and design.

The MEL activity will provide USAID/Guatemala with strategic and technical support to improve performance management and advance Mission learning. The project will provide comprehensive MEL services, including capacity strengthening and technical support, to USAID/Guatemala, local organizations, and potentially the Government of Guatemala.

The position will be full-time and be based in Guatemala with travel throughout the country.

Position Requirements

Qualifications

  • Bachelor’s degree and 8 years’ experience; Master’s degree and 6 years’ experience; or PhD and 4 years’ experience in a social science, organizational development, development studies or a related field highly preferred
  • Minimum of 5 years of demonstrated experience in operation and maintenance of data systems, preferably in the context of evaluating program impact.
  • Minimum of 4 years conducting data collection, analysis, performance monitoring, or research

Experience and Skills

  • Prior experience in indicator development (including context indicators), data collection and analysis, data quality assessments, and statistical methods
  • Demonstrated ability in using monitoring data to review programming, trends, and activity needs and willingness to be flexible and adaptable to respond to new information
  • Superior skills in written and verbal English required
  • Proficiency in Spanish language required
  • Previous work experience in Guatemala required
  • Strong communication, supervision, and management skills required
  • Previous experience working with USAID programs preferred
  • Experience finding and collecting appropriate development data from third party sources
  • Experience in the creation and use of spreadsheets and databases is desirable
  • Experience managing complex relationships with a variety of stakeholders
  • Strong familiarity with USAID’s Evaluation Policy and CLA practices preferred
  • Understanding of knowledge management as it relates to USAID programs an asset
  • Ability to work with host-country governments at different levels
  • Working knowledge of and experience with USG-funded program management, policies, regulations and procedures
  • Familiarity with USAID/Guatemala Mission is preferred
  • Guatemala citizens are strongly encouraged to apply
